Ok, I've taken the time go through the TOH rankings and compile a list of players who would for sure participate in clans or are very likely to:
the_Teacher, gustn, Arangar, Tc_Fear, camoes, Valkyrica, SHK (valky says he talks to him every day on msn), balcough_dragons, SLugger (insa said he's confident slugger will play  ), insatiable, Tyler, kolia, kennystarfighter, jinxer, targan (he's been posting here lately ), karim26, msg-2, doomsquest, T.T, Yoni_42, Blue_Camel, Destro23 (he said he'll now be able to play a couple games a week, which is plenty since we'll have 1 round clan wars), chong420, primo, PietjeBell, Hadrian
I count 26.
Even if I am off by an entire 8 people(!) on this list, 18 people = 6 clans, which would still be very fun.
and here are some that are doubtful to play but might if we contact them:
B.M., AbuSoleira, Chudak, EvilLoynis, ScareBlabla, MagicZ, csarmi, saiden78, Zutus
If you are on one of these lists and can confirm or deny that you can play in clans, please make a post
I think we should contact everyone on both the lists by email, to ask them if they are interested. Along with posting a news item on the TOH mainpage with a link to this thread.
In my opinion, with effort, we can have a bare minimum of 6 clans and a potential of up to 10 clans. Whether we have 6 or 10 clans, Clans of Axeoth with the new rules would be, imo, very fun.

we have the rules, for the most part. need some minor adjustments (i.e. if emperor is playing game vs. squire, what bonuses should squire get?), but most of the rules we've already laid out.

the only rule i think is agree able with everyone is only 1 emerpor per clan

There is ONE BIG RULE... and if you dont follow it, you might as well send your new clans down the chute.
Keep the Rules Simple
More you add rules, the more complicated you make it, the less successful it will be.

forefits would be biggest problem with the idea like:
''if he cannot make it in 2 weeks , one game, it means that one is just a visitor , not a toh player) has to report loss.''

here is what i offer(most from clans of axeoth):

A Clan Forefit
If a clan fails to finish a clan war, and forefits the clan war, they can lose a land they control (becomes unowned land again). The clan also loses 10 prestige. (Can go into negative prestige). All 6 players must participate in a clan war to have a victory/loss. If a clan member intentionally forefits or avoids playing a designated clan war, it could mean forefit for their whole clan, without forefit penalty to opposing clan. *A clan war can still be finished with one matchup forefit, (if 1-1) winners play 2nd round

since there is 3 poeps in a clan ,this rules perfectly suits.

I can't play much (this means: only by accident or due to addiction) before 18th+ December (hint: exams)
And I am not 100% sure I want in Clans either (sorry)

glad to see all this interest
but i get confused over all this..
ves is right, if not simple it will fail.. then again, last clan thing was simple and failed too. so has to be something more done than being simple.. adjusted to h4munity as it is now
most important as i see it: if next clan system dont encourage losing, will fail again. activity must be rewarded.. so A)ppl will keep playing and B)will hang on to hopes of catching up, even if some clans get stronger

ohhh, yeah , yeah, good , very good point, almost forgot
how about (no. of lands owned) x 15 (or 20, your call) toh points for each player?
it sounds pretty decent for me , don't you think?

are you asking for a suggestion or do you have something in mind?
IF it's a question to debate , i'd say that next clan stuff to start equally for everyone. there is no need to have some bonuses for some vets players who already played and won some wars, it's better this way to encourage , not inhibate , new players willing to learn more, and it's good to avoid any useless disputes like "why that much/less ? ; i could have more, but my mates ..etc.etc"
fresh start, my opinion
if you want to give some medals to remember the activity, it would be nice , maybe become a goal for some, butit's not compulsory.
my personal point of view : i played, i enjoied, i was involved somehow. it's been a pleasure , that's important.
