Again, he has the speciality of Titans.
He can't have one besides that to set a certain hero in the tavern the first week.
Second:
If that hero gives you the money to build and upgrade the Cloud Temple,
you would have to pay for the hero, ruining your resources,
and first buy all the structures the Cloud Temple requires.

I would have a hero with diplomacy special, increasing the chance that things will join by 5% per level, as well as reducing surrendering costs further.
He would start with Diplomacy and Logistics, and have the spell visions as starting spell :=)
