Question about hiring more/new heroes

Hiya!
Just wanted to make sure Im doing this right. You start with 1 hero, obviously. If you want to hire another from your own faction (or not for that matter), the only way to do this is by visiting a Tavern or Prison?
Is this correct?
If I control a Chaos town, can I simply "buy" a hero on my turn from town? Or do I need to visit a Tavern or Prison?

You can buy a hero in a town of the same alignment. He has a cost just like a unit does, all heroes cost 3.

There is also an advanced rule that allows you to buy a hero of any alignment the town can learn spells for. But if the alignment is different than the town then you pay 4 for the Hero instead of 3.
