Some important historical facts, that would explain why Minotaurs are not among the Beast-men:

745-746 YSD (see how you fit this among the other years): Enslaving of the Minotaurs. Before the forging of the Beast-Alliance, when beast-men were not enough united and strong, and Dark Elves were still searching for their identities and troops, a war broke between those and the beast-men. The latter were severily defeated, and the Minotaurs taken as slaves. That moment was the seed of the hatred between the Beast-Men & Dark Elves, which is still there "today".

Note: I wouldn't put the arrival on Sylvan lands and the creation of the Beast-Alliance in the same year. The beast-men should look weak/victims enough to not look like any threat for the Elves, to be accepted so easy. It can be after the wars with the Dark Elves, which would explain why they would the Elves accept them so easy and why would they be so weak to need refuge.

789-792 YSD (again whatever you want here as year): Moving the the northern parts of Irollan, and trying to fill their ranks, they find the wild Direwolves. The first encounter was not friendly, and there were some fights between the packs of Direwolves and Beast-men in the first years. What nobody expected, was the effect of the magically mutated blood of the beast-men (which allowed them to survive as half-humans half-beast in the first place). Any Direwolf, after byting a Beast-men, wes suffering from the magic effect of the enchanted blood, and was turning into another kind of beast - a Werewolf. This made the Direwolves realize the Beast-men are actually enchanted creatures, respect them for that, and allow them to settle on those territories.

812 YSD: 2nd War with the Dark Elves, in an attempt to free the Minotaurs. The Beast-Alliance was stronger this time, but they were counting on a Minotaur revolt against the Dark Elves, to weaken their ranks from inside. Alas have the Minotaurs, after so many generations, forgotten about their origins, and were ferociously fighting together with the Dark Elves. Not having a human brain (unlike other beast-men) most probably they couldn't let word from generation to generation about their origins, and there was also no way to reason with them and explain them such things. Demoralized by this, and seeing the forces of the two armies were pretty equal, the beast-men retreated, and at least for the moment, lost hope of having the Minotaurs back on their side.

My creatures proposal:

L1: Gnoll / Gnoll Marauder

Half human, half hiena
Possible abilities: stun, corpse devourer (enemy cannot resurrect the creature anymore)

L1 (alternative): Faun / Satyr

Half human, half goat.

Faun casts Myrth, Satyr casts also Confussion.

- - -

L2: Harpy / Harpy Hags

Body of a vulture, head & bust of a woman.

Abilities: Flyers, Strike & return, maybe even some battle dive kind of effect (sth between blood maiden/fury & griffin)

L3: Centaur Archer / Centaur Captain

Centaur Archer: Ranged, Strong (high HP), but not so good in melee
Centaur Captain: Still ranged, but trades the bow (with 10-15 shots) for throwing spears (5 max). The first 4 spears he uses for ranged attack (very strong, more powerfull than arrows), the 5th remains his melee weapon.

L4: Direwolves / Werewolves

Direwolves: Large ancient wolves with high initiative
Warewolves: humanoid wolves. Their byte can turn the enemy into other werewolves. Transformation takes 1 turn, so the hero of the other army has time to cast dispel.

L5: Medusa / Gorgon

Spellcaster (pretty powerfull spells, kinda like the Matriarchs) and ranged shooter.

L6: Hanuman / Mighty Hanuman

Large half-human, half-monkey creatures, inspired by indian mythology. There, when Lord Rama was sick, he was asked to bring a certain plant from a certain mountain, the only that could cure him. He went to the mountain, but realized he doesn't know how the plant looks, so he brought the whole mountain. This gave me the idea of their ability: remove obstacle from the battlefield, by grabbing it and throwing it in the direction of the enemy army, causing massive damage.

L7: Naga / Naga Queen

Rulers of the Beast-men. Lower half of the body is a snake, so the attack should be more violent & fast than in previous games, same as the very fast attack of a snake byte. Naga has six arms, that cause massive non retaliative damage to all creatures in front of her (the 4 squares in front, and the 1st two, one of each side, in the front part of her). Naga Queen has two additional armes, that cause additional damage to all enemy creatures met on the way to the main target.

Hero: Shaman or Hierophant.

It's put together well, with alot of effort, but the idea of a whole faction for beast men doesn't fit as well as other H5 factions.

History: 5
A bit brief except for the paragraph (the redeeming feature) makes sense enough, and fits, but nothing all that exciting.

Creatures: 9
Good, some needed creatures added in there. Except the Phoenix as the 7th tier isn't really working for me... the fire doesn't really fit.

Balance: 7

Originality: 7
The Heirophants and Satyrs, saving grace.
