I know, I didn't put one of those in the top either as well. Only mentioned them for their unique role, that is, they can deal a ton of damage. 
Archmagi, it doesn't matter that much I think, because they're shooters, they don't need to be able to get through the field quickly, speed in only really needed, I'd say (because they're getting guarded) when battling a +13 speed creature as a shooter.

except for the demons that don't have any abilities, all fourth level creatures are good if you know how to use them. At least that is how I see things

of course speed is important for a shooter, it allows them to play before other shooters. it is a disadvantage for the medusa, she will play after the archmage (without counting it is a big creature, so easier to block)
I don't get why some people say it's the best level 4. it is kind of a cross between an archmage and a basilisk, but with poor stats.
actually, I even suspect evil eyes to be stronger than medusas queens (considering their growth) in another hand, it's cheaper to buy medusas.

In shooter vs. shooter, speed is of course important.
Medusas are great among level 4 units. I don't understand how their greatness among level 4 units are effected by how well they'd far versus non-level 4 units.

No way. Speed is needed a lot for archers when fighting neutral creeps. If you have enough speed to start before the opponent you may wait and then get a couple additional full arrow shots and when you don't, then.... prepare to lose plenty of your archers.

In my opinion...
...the best are vampire lords. With those guys you are able to defeat very strong monsters like ancient behemoths!
1. vampires
2. crusaders (double attack.. very nice )
3. mages (spells cost less mana, a very nice effect )
4. pegasus (speed is great and the effect is good
5. ogre mages (nice dmg and excellent hit points, but the speed is slow.. )
6. basilisks (stone gaze is good effect and very tough creature )
7. medusa queens (shooter)
8. demons
9. energy elementals (speed is good BUT very low dmg  )

My absolute favorite is the Ogre Mage (probably because whole Stronghold is my favorite)
But I don't know wich of the lvl 4's is the best.
It depends on the enemy they face I think. Anyway, I will check some statistics to compare them with eachother. But do you think there really is a number 1??

Stone gaze is cool but I don't get why the basilisk gets so much love.
To me, the top 3 would be V. Lords, Crusaders and Ogre Magi.
Vampire Lords are good against any living opponent, crusaders have their trademark double strike and Ogre Magi are strong and cast bloodlust.
As for the rest, Pegasi are fast but too frail, Magi are OK, demons are weak, medusas are good and Energy Elemntals are cool but not really the best.

It's a very tight battle between the Crusader and the Vampire Lord, but I think due to the life drain and no retaliation, the Vampire Lord wins by an eyelash. And being the first decent necro unit, they do well at it.
1. Vampire Lord
2. Crusader
3. Medusa Queen (even if an enemy is adjacent they are still useful)
4. Greater Basilisk (petrification saved me heaps)
5. Archmage (shooting is always nice)
6. Silver Pegasus (being fast always helps)
7. Ogre Mage
8. Horned Demon
9. Energy Elemental
