Hhmm if the whale is gonna be like that.. I got a mall idea lol.
Racial special:
-Whale movement:
Whenever there is a whale in your party. Your boat will be lifted by this creature, the boat will gain more movement.
(I meant sad as really sad. Look at the eyes of the creature, depressed yes.)

How about instead of nice elf swimmers use sahuagin. They ride the sharks, and on ocasion surf the waves with the shark.
