Movement penalties question and suggestion for H5 CCG

Take a look at the above card.  It says that you can ignore the movement penalties of rough terrain.  Does that mean it only costs 1 to move there instead of 3?

Also, here's the suggestion for Heroes 5 CCG.  Roads make the movement system sort of complicated.  It's sort of a pain to keep track of your movement in halved segments.  The suggestion would be to double every movement related number.  For instance, the movement speed of a lot of heroes is 4, roads are 1/2, and plains are 1.  Why not just make the heroes 8, the roads 1 and the plains 2?  Flying would be doubled to 2.  All the other movement numbers would doubled as well.  So it would cost 6 to move into rough terrain or swamps.  And removing movement penalties would bring it down to 2 (probably).  It just seems like it'd be easier to keep track of remaining movement that way.

I find no problem with this - it's just one "bit" of information, and easier to remember than a two-digit number.

If you still have trouble with that, then try, instead of remembering your movement points themselves, just remember where you moved this turn (easier than you'd think), and calculate your movement points again whenever you forget.

If that is still too hard, just make a house-rule.

IMHO it makes far more sense to have a *normal* movement cost be 1 instead of 2.

You're probably right.  Btw, do you know the answer to my question above?

Yes, it makes it only cost 1.
