Some thimes portal return me in neareast city,and sometimes I can chose where I want to go!!

Earth Magic. At Advanced level (also Expert) you can choose the destination.

Your Hero's experience level is irrelevant. They only need to have Advanced Earth Magic or Expert Earth Magic.

yeah that means that you have to wait before making another post.
You can't immediately make another post in the time span of about 5 seconds, that would just be stupid, and the whole place would be caotic and you would have posts coming from everywhere, and it would make Vals job here more difficult and I should know 
If you have about 3 red stars I think, then you don't have any flood-protect, and if you don't want flood-protect, than make really good posts.
I hope this helps you a little bit, and don't make posts so quickly, just slow them down, and then this flood-protect wont pop up, and you will be happier and more calm 
Here is what it says in the FAQ:

One more thing!!
Hawe anyone hawe problems with WOG like me.
When I turn day I must wait for other day for some 5-10min,some times it turn in some 1-2min butt it is rare!!
