you shouldn't think like that... I think about it like this :
Deleb sure kicks neutrals with his ballista , BUT he has War Machines , which is a mediocre skill ... In the final battle his ballista will die fast & after that a whole skill becomes useless. Or lets think about Vladimir : sure he has great raise dead , but he comes with Summoning Magic equiped . Summoning Magic is not bad , but Dark Magic is much better for a necromancer, and while you can still get it , it is gonna be an effort for your hero! So in the end there is some compensation for everything 
Of course on a small map Vlad and Deleb are a little advantaged 
Anyway my personal favourite hero is Dougal... cause he really makes those marksmen rock

I thought it was she.I wholeheartedly agree but I don't play big maps,the currently available are a bit boring.But when the random map generator comes out... But as I said it's not rational of me yet I feel as if cheating.Thay ARE a wee bit better than other heroes.Not that it would make them invincible against a hero with skills of my choice but it takes some time to reach this level of prowess(In the 'short run' you need luck to be on your side skill/neutral-wise to get even).

So back to the original topic, how does anyone (except Necro) beat empowered implosion/ meteor shower? Any advice for a Haven fan?

umm, I don't think ressurecting old topics is a good idea. You know, things changed incredibly since august.
Anyways, I don't think necro has any advantage over other factions against empowered lucky implosions. All towns get smashed by it the same way..
