We have two reasons why the Sheriff could lock up Robin and Little John.
A) The Sheriff is corrupt as per the usual story. Since the topic is about morality and honesty, this wouldn't give him a lot of kudos.
B) Robin and Little John are in fact criminals and the Sheriff is a good lawabider. In this case he plays his own Judge since he would release two criminals after getting sex from someone.
That taken aside, offering sex with leverage is something someone can give his or own personal penalty of moral value to.
Personally, I think you are mentally defect if you place this guy as least-bad. And I thought psychology implied intelligence...

These tests have to be fairly vague to allow everyone to read into it what they want, depending on their standards.
Therefore all explanations of why you pick this one over that have no abolute relevance.
That said, I'm the
