Well, I've changed the 5th level creature to another lizardman, and therefore I would say that it' s the lizardmen.

card, personally i would put a few more lizard creatures in the mix. some creature just don't feel right. i have a feeling that the south is sought of Savanna, really. i'm not sure that Lizardmen really go with Savanna very well. Gnolls do, but lizardmen... nerh... not sure, its your choice.

the wild south east doesn't sound like the place for Gnolls. south east places are usually tropical jungle (think of thailand, Loas, java). gnolls are hyenas, who are savanna creatures. the harpies wouldn't work in a jungle either, because they would get stuck in the canopy. Cyclops wouldn't work either, as the would be too big to get around the place, and would probably die. basilisks, wyverns and lizardmen fight perfectally in the jungle, thought.
if it was a savanna, again you have problems. Lizardmen are cold-blooded, and at nights, the savanna is pretty cold! they would die! cyclops, gnolls, wyverns and to an extent, harpies, would be fine. but the lizard species wouldn't survive that long.
see, you have to think of geography as well as the storyline.

What about the HOMM3 fortress then? It was a swamp(jungle) and there were gnolls in there.

yeah, but everyone felt that they didn't really fit. that they more belonged else where, and 3DO were running out of ideas for a lvl1 creature for a swamp town.
my suggestion, choose the theme that you want most.
if you want wide open plains, that would fit in with the racial skill and some of the creatures, then choose the savanna. that generally gives you the theme of giant herbivores (elephants, rhinos, hippos etc) and large carnivores (lions, cheetahs, leopards and so on). you don't have to include these creatures in your line up, but just mention them, in the history, one of the heroes bios (Mandre was a skilled hippo farmer, for example), or just on the graphics of the town, pulling them. another major factor that you get with this is that you can organise a food web, making it look like you have really done your research and lots of people will be impressed with you. the draw back to this idea is that you will have to get rid of the lizard creature, as they can't really survive in a savanna environment.
if you want jungle, that would fit well with the idea of "kill of be killed" and some of the creatures, then choose jungle. that generally gives you the theme of strongest survive, making them seem more brutal, savage and cunning, perfect for an generally evil race. it would also allow you to really go wild with reptiles, and include everything from small, highly posionous lizards to anacondas (or nearest eqiviant). agian these creatures don't need to be in the line up, but can just be mentioned and hint that they are there. like the previous one, it gives you a chance to do create a food web, showing that you have done your homework. the draw back with this is that you wouldn't be able to include the racial skill of mobile towns, as they wouldn't be able to fit throught the trees, and you would have to knock out some of the creatures that don't fit with the environment.
but, to be honest, the choice it up to you. i'm just weighing the possiblities up.

I think I'll go with the swamp one. I'll replace the gnolls with some lizardmen and the harpys and cyclops with something. And for the racial ability, I think that I'll return to the old breeding skill(or if enybody has any ideas, please post).

just one thing, for storm lizard, wouldn't the upgrade be more logical to be thunderlizard or something.
for harpies and cyclopses, use anacondas and other reptiles and snakes, or look at dinosuars, alternatively.
for harpies, i have an idea for a creature.
salamander-> glowing salamander
these strange lizards are found in the swamps. they mix strange chemicals in their gullets, creating a volatile mixture that rivals the dragons in flammablity.
special: breath fire!

About the stormlizard thing, I was first thinking about the lightninglizard thing but it sounded and looked weird.
And the salamander thing: Great! But perhaps the upgrade should be blazing salamander or something like that? Glowing salamander sounds weird. Do you mind if I use it? The salamander I mean?

Sorry I read your post wrong I thought it said "lightninglizard" which sounds stupid. I never thought of thunderlizard and it's really good.
And the salamnder: what does the breath fire do?
EDIT: And to anyone who tells me anything about the stormlizard being in the creatures twice, the edit is not complete yet.
