The rule was officialy stated by 3DO...
Quote from the CHU FAQ answers:
"Basically, for each of the four levels of dwellings, you are allowed to choose between a flying creature, an infantry creature, a spell caster and a missile creature. Two of these options will be available for each creature level. On the other hand, both level 1 dwellings can be built in every town."
