Coolest bad guy what i have seen. You wanna kill him so bad.. Yet you might fish you are him
Other great candinates are Solid Snake from Metal Gear Solid, Duke from Duke Nukem 3D, Cid and Cloud from FFVII again, Crag Hack from some i don't remember where, Yosimitsu from Tekken 3 <- only!
Well there are plenty of more but those are cool

Does Willow Rosenberg count, since she was technically in a few video games? If not then Amanra, from AOM, Morgan Black, Lizzie and Kanyenke from AOEIII, and Sheogorath from Shivering Isles. I'm also a fan of Agrael, Gelu, Sandro, and of course Freyda and Tieru. Ooh, and Link.
Willow: Love her in the show, and the character would not change.
Amanra: Sassy, and lots of fun.
Morgan Black: Such a hard worker, defending his people and all that.
Lizzie: another sassy girl, which rock. Plus she had a great entrance.
Kanyenke: Wise, Thoughtful, and you gotta love his specials.
Sheogorath: He was so funny! As my friend describes, "He sounds like a drunken scottish pirate!
Agrael: "If your honor means so much to you, live on and redeem it" - nuff said.
Gelu: Who isn't?
Sandro: He NEVER dies! How is this possible?
Freyda: See above, re sassy.
Tieru: So funny and sarcastic.

I like Kane from Command and Conquers series.
He is so misterious and enigmatic yet so charismatic.
He never dies, he is an unknown entity to even the scrin whose archives are so developped.
He alone made the brotherhood of nod into a superpower, and when each time he "dies" the brotherhood regresses.
It's spooky when you think that most of earth population are under the will of a single man, presuming that he is human that is.
COULD HE REALLY BE THE MESSIAH ?

1) The Bard & the narrator from Bard's Tale. Those two guys are just awesome. Made me laugh to tears at times.
2) The narrator from Dungeon Keeper. I've even made a thread dedicated to him.

Raziel from Legacy of Kain: the coolest jawless talking former-Vampire destiny-thwarting anti-heroic wraith ever created by a game developer.
Second place would be the Hylden Lord from Legacy of Kain: Blood Omen 2.
Third and fourth would go to Sandro and Gelu from some game whose name I can't remember.

Sorry for being a bad host - realy sorry. I should have posted about my favorite character. It's defenetly the cruely left namless Prince of Persia. Because... well it's a cool story! I mean you can see him grow from the idiotic cmercial nobleman in the bigginig - to the epic and great hero in the end. Besides in the end he is so much different - i mean tatoo's and battle scarscovering his body more than any of the several white hairs of his beard simbolise the gained wisdom. In the begging you have a confused and obviously motherless prince of a great kingdom putting himself before anything and then he goes trough so mutch. You know both good and evil - he comes to know fear, terror and discover the nature of bravery, he finds love i order to loose it. He knows what it is to be a haunted renegade, he knows what it is for everything you hold deer to fade, he knows the taste of vengence and multiple victories only to find out a topic to think about - are they indeed so great and sweet. And in the end ttheese thots are what brings him to becoming something different from all the personalised evil whithin. And after beeng through all of this he realy thesrves to be called a heroe but would sooner be called MAD if he tries too convince anyone that his story is through! And in the end though a king he would appear to be but a Warrior (a Warrior not a fighter) in love before anything else and a heretic and anarchyst by soul. That story is REALY cool. And brings this sympatheticnesstoo the main characters... Lokk I can't describe it! Just play the three new PoP games and follow the core of the storyline - you'll find that out for yourselfs. It's the greatest oriental tale the world knows i belive it's realy sensful for differnce of many games. I hope the encoming assassin's creed game reveals something like that too.

In another story he'd be the hero. Unfortunately in this one he makes for the supreme antagonist that Harry needs to overcome if he's ever going to show himself capable of being king.

No matter how many times he appears or how many different manifestations he will always be the most memorable and ultimately greatest foe of any wayward and/or organized adventurers for all time. This guy can really stop you cold in your tracks frozen with fear stricken terror. The worst part of it all is that you seem to see something of yourself in him. The id of man is most accurately protrayed by him. Fear of the unknown--our greatest and most historic enemy.

Consis I totally agree
Although the Butcher was pretty damn scary in Diablo1, his voice and the way he just came towards you, and wouldn't stop following you no matter where you ran, although it was possible to beat him, by freezing him and then casting fire wall
Baal is not as scary as I thought he may have been, because the game is not about him, and in Diablo2, I thought that the game did not match Diablo1 in the scary factor.
Diablo1 was much more darker and enemies seemed to come out from no where, and the voices of some of them were freaky.
Diablo2 had more lightning in it which didn't make it as scary.
So yeah, I reckon that Diablo in Diablo1 was much more freaky and is my favourite character
