Why reanimate (Animate Dead) was 3th level while Resurrection is 4th?

Maybe because there are less undeads than lives? Animate animates only undead, while resurect does the same thing with the living.

Yes, undead are rare but think about the other version of the spells: Destroy Undead is 3th level while Death Ripple is 2nd. Does it make sense?

...for the very same reason... I think that DR is quite powerfull to be lvl2 though...
