No fortress ended up being pretty evil.
They harrased the dark elves and pretty much ended up ignoring the fact that the griffin empire was in turmoil despite the fact that it was pretty onbious.
Wulfstan was actually an exception rather then the norm.

Yes, and now he's their king. He is the norm and all that goes with it.
And let's not forget that Haven invaded them in the first place. I mean why would they want to associate themselves with murderous invaders?

ok, this is how it is:
Haven vs. Inferno(classical good vs. evil or Heaven vs. Hell)
Academy vs. Necro(good wizards vs. evil wizards)
Sylvan vs. Dungeon(good elves vs. bad elves)
Fortress vs. Renegade Haven and Inferno
Stronghold vs. Inferno, Renegade Haven, and Academy until C3 in TotE
i can say the following 'cause of the campaigns
this is how i think it should be:
Haven vs. Inferno and Necro
academy vs necro and inferno
Sylvan vs Dungeon and inferno
fortress vs same as it is plus i think dungeon
stronghold vs everyone except sylvan(they don't hate them as much) and academy(from C3 in TotE)
so yeah.you see everyone hates inferno except themselves(not everytime) and necro(they just don't like them)

no, the 3 asses Lazlos and Biara(pretending to be Isabel) did

Arguably though, they did initiate a war with the dark elves, Actually HOPE to start an alliance with the red haven empire (so they did reconcile their differences etc) and then ignored them while they were splitting apart despite the fact that wulfstan told them to.
So while hangvul was regent/leader etc and the ideas came from him they were pretty evil ignoring their newfound alliance, and attacking the dark elves and pretty much disregarding the whole orcish rampage and the fact it was pretty obvious that the place was infested with demons.
Also, They let Rolf live who was seduced by biara.
