I avoided all pain lands because I need every point of life I can get.

As for life gain, I found a couple cards that may work more efficiently that what I've found from Zuran Orb and Claws of Gix.

So I posted this deck a while back and it occured to me that the deck is vulnerable when grinding station gets countered or disenchanted and when Ad Nauseam gets countered. I was trying to think if Pact of Negation, Chalice, and Erayo were the best choices for pushing the combo through. Perhaps Duress and Welding Jar should be more seriously considered.

So wizards announced the winner of this years World Tournament.

It was a Faerie's Deck. No surprise there. In fact 7 of the top 8 had Bitter Blossoms, and 3 of them weren't even Faerie's Decks. One of them was Red Deck Wins that splashed black for metagame reasons, one of them being Bitter Blossoms.

And Jamie Parker was kind enough to knock out Tsuyoshi Ikeda in the semifinals. Ikeda played blightning beatdown which is a horrible matchup for faeries.
The last game of legacy in the teams finals was very interesting, but the commentators' knowledge of the rules is disappointing.

I'm working on a new Deck based on War's Toll.

The idea is to tax my opponent or take advantage of all his creatures being tapped.

Here are some of my ideas so far. I'm looking to see if I'm overlooking anything with this deck.

had a nice casual game
i was playing my esper wizards deck, my bro was playing a casual faeries, my firend was playing naya beatdown... the game ended when i knowledge exploitationed a titanic ultimatum and swung for 40.
netting me nearly 70 life

Ooohhh...that was really evil. Naya is very vulnerable to the Exploitation. With their Ultimatum, Charm, and whatever beatdown comes in the deck. Ooh...I can just see the look on their faces. Probably like this...

Well, here's my rundown of your deck...

One - What I noticed straight off is that you have one basic land in your entire mana base. Which has both a pro and a con. The pro side is that you're invulnerable to the islandwalkers and mostly invulnerable to forestwalkers. The con is that most nonbasic lands have a catch to make them the most useful. Like the Brushlands damage. However, making use of the Reflecting Pool is interesting.

Two - Your deck is rather loose. I think you could get by without the Birds of Paradise because those are good for activated abilities needing a mana pump. Another thing is Rafiq. Sure, he's great if your attacking with an appointed crusher, like Mossbridge Troll or perhaps an Exalted base. However, when you have several brawlers (Shorecrasher Mimic, Garruk's Beasts, Animated Villages) Rafiq starts to lose his value. Sure, you can adjust your strategy for a 1 attack easily, which leads me to my next point.

Three - This deck is very versatile. If you need it, Garruk doubles as an "Overrun"er, Your Liege pumps up your unblockable Infiltrators and the War Monk becomes quite a threat. Furthermore, your Liege has quite the useful feature of make all your threats able to block after attacking, which guards you. However, your Liege may not turn up, for which you have the Command and Charm to fight off threats if things go badly. If you need it, Garruk gives you some strength with extra land at the end of turn. Its a very well synergized deck, but lacking some internal synergies, like Rafiq to a large creature.

Overall your deck is a good piece of work, with many things going for it. I know that my deck would love to take it on, but, alas, it is not up to me, but the tectonic plates that make up the Earth. Ha.

There are no relevant forestwalkers in standard.

Another thing about the deck: It runs 9 pain lands. That's too many.

Sorry, but I think you're mistaken.

Your new deck, vidoja, seems to have a greater amount of control, Giant Growth, and the Might of Oaks. Bigger Beatdown, bigger control, i like it better.

No one plays Elvish Champion competetively. Really.
It saw play in elf decks in the time following Lorwyn's release. But decklists become more focused over time (the first elf decks didn't even run Tarmogoyf!) and eventually Elvish Champion was cut. Its symmetrical effect is bad in the mirror; all you can use it for is to alpha-strike your opponent. If you are a little behind it is easily a dead card.
The superior Imperious Perfect was of course kept and Civic Wayfinder is usually the other 3-drop.

I'm sorry, but I really haven't seen any competitive deck with Elvish Champion (it isn't even played in the Extended Elves due to the aggro/control nature of that deck)
