From the Bulbapedia page for Sandstorm:
“From Generation IV onward, raises the Special Defense of all Rock-type Pokémon by 50%.”

I mean, even with a 50% increase, that’s still only like... okay, 70 or so damage, fair. But still! *Lodges a formal complaint on behalf of his plesiosaurus, who should just be allowed to 1-shot every rock, ground and rock/ground type, as nature intended.*

And I remind that we are using Gen 4 stats, movesets, etc., except where the DM has specifically indicated otherwise. There’s a type chart tab in the Character Stats page and has been for some time.

Well yeah fighting types are strong. You saw what Pellana's fighting types could do.... And Bandra's.... *shudders*
I will confess I'm a bit antsy to power level the Pyrofyl. I've a feeling he and Wythir will make a beautiful duo together.

Should have asked this before, would Thief remove items from enemy pokemon like those that fight with Bandra?

Thief takes the target’s Held Item. For friendly matches against another trainer, the opposing trainer will probably want it back, and returning whatever-it-was is enforced for official matches like in Trainer Hill. But it does work on trainer Pokemon. So yes, you can use it on Bandra Pokemon and it will take their items.
(I will note that your Pokemon can’t take the opponent’s Held Item if they’re already holding one. There are also a couple special abilities that prevent item loss. Thief will still do damage in that case though.)
EDIT: Realized Aitel Island wasn't labeled on the map so it's updated now. Let me know if any cities, landmarks etc.. have mysteriously disappeared; Illustrator was being wonky about selections for some reason.
EDIT: Also realized the Fairy type didn't have a heal-but-confuse Berry assigned to it, so now Figy Berries will confuse Fairy types, in addition to the types it already confuses (Fire, Electric, and Fighting).

What it does is heal a status, but causes confusion in return for certain types.

I know I was trying to be punny... Oh, important question... When in battle does removing an item stolen with Thief take a combat action away? Just curious.

Yes, if you want to remove, add, or switch Held Items on a Pokemon, including stolen items, it will take an action.
