Nival will execute the winning faction!
The winner faction of the ICTC3 will be executed by Nival, and will enter the next Heroes of Might and Magic game, by fall 2009. This refers only to the 1st place. Nival say that they can't copy the proporsal right into the game, but they do promise to base a town in the next Heroes of Might and Magic chapter on the winning faction.
They didn't mention nothing about Heroes 6, only "the next Heroes of Might and Magic chapter", so I assume this can be also another expansion pack. That would be quite weird, considering that they announced Tribes of the East as the last addon.
They add that some of the factions use concept which are taken from other games, and copyrights cannnot be branched. But they will have to deal with this issue as well.
Isn't it exciting?

LOL, but this only means they are looking for a completely new concept, which is great, in my opinion. It's just a guess, but maybe they are planning to do Nagas and this.

dammit, they should have done this back when I was in the game 
I've been grading the factions recently. Some good stuff so far, maybe better than the first contest even. Kooka's been feeding them to me anonymously for completely unbiased judging.
Also, while I'm on the topic, the guest judges will be weighted based on the number of factions they judge. Somebody who only judges a few will have their grade count much less than somebody who reads and grades every faction. To be specific, it's an inverse hyperbolic function.
Half-assed judging might be scaled down also, depending on how Kooka and TDL feel about it.

I bet that TDL feels the same.
Honestly, I think this is the best thing that happened to the contest. Only if we knew about it a several days before the editing was disallowed, everyone would put much more efforts in order to make everything perfect.

Actually, if the article where they said it is the same I've readen, they expressedly claimed that they were looking at this contest to execute a faction, but avoid mentioning an eventual Heroes 6. I'd be surprised if they were doing anything different from a patch. It would also be a weird marketing move to speak of the contest in the article, but not of the game they're working about.
