My idea about the Sanctuary water creature

Town Outlook,
Like Water 7 in One Piece (looking for pic), but the building looks more abandoned, and have a lots of coral attached, like some ruins that risen from the sea

Movement
Same movement on land and sea as any other race, a water creature army have the same move point on land, and have to travel on water with a ship.

Creatures

T1 - Ocean Nymph, Coral Nymph, Nymph Windsayer

- Similar to pixies, but have colourless wing and more of coral type.
- The coral nymph is 1 upgrade, just stronger
- Nymph Windsayer is the another upgrade, similar status, but have the ability "Ocean Wind", which either increase the movement of a friendly creature or decrease the movement of an enemy.

T2 -  Sea Lizard, Turtle Lizard, Dragon Lizard

- Fast moving unit, low HP, similar to snap turtle from Naga race in Warcraft 3.
- Turtle Lizard has a better defence, and Dragon Lizard have better attack and HP.

T3- Mermaid Archer, Mermaid Frost-Arrow, Storm Mermaid
- Shooters
- Mermaid Frost-Arrow's attack have a possibility of delaying enemy's turn.
- Storm Mermaid's attack have the possibility of cast Lightning Bolt on enemy

T4- Sirus (never know who to spell it, Im such a freshee, basically, dat thing who can sing good song and lure seaman to drown.), Sirus Screamer, Sirus Seducer

-Caster, also shooter, but have short-range penality and low damage.
-Sirus can caste Confusion spell, and ability called "luring song", which makes a enemy unit move close to the caster. (Reverse of fear attack).
- Sirus Screamer no longer have short range penalty, and lost the ability of cast song of lure. Instead, it gains a new ability, similar to banshee's cry in heroes 5.
- Sirus Seducer keeps the ability of confusion and luring song, and gains the ability seduce, similar to succubus seducer, but it can only seduce nearby enemy, and still allows to attack after the enemy is seduced.

T5 - Merman Warrior, Merman Dominant, Coral Guardian

-Strong walker
-Merman Dominant have higher status, has the ability of Lightning Strike (same as Thane in heroes 5)
-coral Guardian is more calm type, higher defence and HP, capable of healing friendly creature and cast slow and some coral related magics


T6 – Sea Monster, Coral Monster, Deep Spawn

Creature similar to sea monster in H4, but less stupid looking
-Strong walker with high HP
-Have Devour ability
-The outlook of Deep spawn is more different, it is more like a giant sea snake with massive fin on its back, which makes it a flyer, have lower defence, HP than Coral Monster.
-Coral monster is just like Sea monster but with coral shell attached, able to entangle enemy like trent.

T7 – Ocean Revenant,  Deep Revenant,  Storm Revenant
-Similar kind of thing as in Warcraft3
-Weak defence and HP, but high attack and damage, like Evil Sorceress in H4
-Ocean R, Capable of summen water elementals, no enemy retaliation, flyer (Transform into water and move like liquid)
-Storm Revenant, higher attack, cast many powerful magic, such as chain lightning, lightning bolt, Tornado gust (new magic, toss an enemy unit into the sky, and the unit skips its next turn, in the turn after its next turn, it falls from the sky onto a random place on the battlefield and receive damage), Tidal Tsunami. (Ultimate, only able to cast once, damage all non water unit and damage castle wall.) Flyer

-Deep revenant, good melee unit, although have a low HP compare with other tier 7, but have vampirism ability, which covers up the damage. Able to summen water elemental, no enemy retaliation, flyer, and a new ability, drowning pressure, which all nearby unit decrease all status, morals and luck.

-Just like trent
