Incorrect both.
No it doesn't matter the penalties from the attacker, so Leapers are useless in this discussion. Warmongers do 200%, yes, but it's not enough.

death knights can do unlimited % of their base retaliation dmg with death strike.
creatures with hex attack.
i didnt get the question...battle griffs do 300% their dmg if they retaliate to 1 person?or do you mean after 3 attacks on them.If so Treants in take roots stance can do same.

None correct because you misunderstood the question.
Look, it can be 1 person or multiple, but the point is compare the retaliation damage with a normal attack in that situation. Multi-stack attacks like the Hydra's do not help, because the normal attack also deals a lot of damage. Death Knights don't count either, since the chance to trigger their ability is the same for a normal attack as well.
What creature does on retaliation 300% or even more damage than it would have done with a normal attack in the same situation? Yes, Battle Griffin is one of them (if it retaliated a lot and that ability has a huge effect), but except the griffin which I excluded, which one else? (btw, it's a bug, it may be corrected in the next patch... if it ever comes that is)

Paokai with the Lightning Breath (bug: 100% damage on ALL targets during the retaliations).

the random effect of helmar and well, this is a stretch:
say you kill the last stack with an implosion, but then a guardian angel comes and casts resurrection at the same turn, so that means two spells were cast at the same turn.

@dagothgares: i said different spells, so mark of the wizard and rain of arrows don't apply, but you got one of them so far: helmar's random effect!

and as for guardian angel: that's pretty good, although not what i'm looking for; the angel's resurrection is unusual in that it's more like a special ability than a spell, in my opinion(no mana required, and no stack health reduction)

I'm not sure I understand what you want. But I try:
1) With weakning strike (MotD, Retaliation strike or Powerful blow).
2) With Elemental balance.
3) Helmar speciality.
4) Imbue balista.
5) Summon hive.
6) Maybe Lethos speciality (first turn only).
7) Maybe Zehir and Naadir specialities.

Is manacost a requirement?
If not, then the artifact set Armor of Dwarven Kings casts both "Endurance" and "Deflect Missile" spells at the expert level to all friendly creatures at the start of combat.
