I would say that there are 1 million people of the humanoid races in Northrend.

Arthas killed some of his own people during the Culling. He had no choice there.
1. If Arthas killed everyone there he would be forced to go to Northrend but Stratholmes citizens would not have been raised as mindless undead.
2. If Arthas had ignored Stratholme, the entire city would have turned into an army of mindless undead. An army that would wipe out all life in Lordaeron in no time. And Arthas would just have been captured anyway in the end.
He killed some of his own people because he was under the influence of Frostmourne. The Lich Kings psychic powers were channeled through the runeblade.
The following playable races have death penalty:
Humans, Orcs, Draenei, Blood Elves, Trolls and Undead.
The Forsaken do rot and wither and in the end they wont be able to control themself and are killed by their friends.
However, most Forsakens wear powerful enchancements.
This in a thread that was (kinda) on topic about Saddam, etc.
