Yes it's a gamble using this skill and personally I prefer taking other perks instead. It's not such a bad ability but I simply find the others better.

Skills often depend on people's individual skills. If you are good you can put it to good use even if not often, besides its role is to remove an advantage from your opponent, to decrease his options. Such skills can be deadly with the right setup and knowing your opponent.
