We use GIMP for most heavy lifting these days.
We used to have old copies of photoshop from the late 90's early 00's but GIMP has now surpassed them in terms of what it can do for the most part. And you don't have to run around looking for discs, licenses, etc.

I use IrfanView, save as .jpeg at quality 100, and simply lower the palette range until the file size is within the limits. If you get it right the image will not look any worse, but the file size will be dramatically reduced.

lol I have missed this lesson. Very informative ^^.
Seriously, the program compresses normaly for .jpeg but it doesn't work for .gif and .png  Makes 'em too big. You have to resize them to 50x50 to reach 4kb.
