This is not strictly accurate. A "neutron bomb" is not a traditional nuclear warhead, in the sense that it does not create an explosion of any serious magnitude. Instead, the purpose of the neutron bomb is to expose a small area to 80 Gy of neutron radiation. This kills any living thing larger than a spore.
If you use a Neutron bomb to sterilize a city, the structures will remain intact and will be habitable as soon as you clear out the bodies. Alternatively, you can use the dark art of necromancy to raise an army of well-preserved zombies (much of the bacteria that would have decayed the corpses will have been fried by the radiation).
