Still, reported bugs seem to pass unnoticed/unconfirmed.

It's regression. These features worked fine in earlier versions.
These features hasn't been working since it came out (at least not for me)

From what I understand, no. Wog scripts is same thing as player scripts, they use same triggers and receivers; if the commands are not implemented, there will be no effect.

ERM is actually not implemented (most of trigger/receivers are missing) and is disabled for now.

No but I meant, people did create towns and units, abilities etc for VCMI, isn't the difference that you have to use c++ instead of ERM?

No scripting is needed to add|modify towns, units, artifacts etc. But for new unique abilities you have to use c++ for now.

Luckily VCMI allows easily to make quasi new abilities. Like giving creatures artifact's ones.

Official HEROES OF MIGHT AND MAGICŪ 3: COMPLETE from GoG
1: setup_homm3_complete_2.0.0.16
Then apply patch
2: patch_heroes_of_might_and_magic_3_complete_2.0.1.17
then
3: vcmi_098
then
4: HoMM3 HD 4.202 RC3 Setup

It's no need to instal HD mod. VCMI has his own HD version itself, even better than HD mod.
