Ok mine is already posted but just had one of my random ideas . Heroes of Might and Magic 5: Bureaucracy Edition. You get to fill out all the paperwork for units, equipment, buildings, etc while somebody else goes out and does the adventuring

The mushroom kingdom.
There are rabid goombas on the loose, Thousands of bottomless ditches and evil turtles running around kidnapping the government.
Plus that darn plumber keeps breaking all the building materials and burning down forests.
Add to the fact that you have 400 seconds to go from one place to another and its one helluva bad place to be.
