imo, we need 2 shooters, 2 flyers, one caster.
we have at least one of the 2 shooters : the lizard. the medusa could be a shooter too (not with a bow, but like in H4)
we have no flyer, but we may use the manticora, the wasp/serpent fly, the wyrm (unless it doesn't fly?) and the beholder.
for a caster, we could use the shaman or the beholder. apart from that, the least weird possibility might be the medusa, but it may still be weird.
we could have one shooter and 2 flyers or 2 shooters and one flyer, but in that case we need something to compensate.

The only thing I said is to make the jaguar a fighter soldier and the lizard (or human or whatever) for the flying unit rider. Thus, everyone will be happy too 
About the lineup role:
2 shooters + 2 flying + 1 caster: Lizard and Medusa (shooters), Medusa (caster, almost all casters are shooters too) + Little coatl (flyer) + Big coatl (coatl)
We can go one shooter as well, leaving Medusa-Naga-Gorgon as fighter-caster.

I didn't thought about a mounted lizard and not a mounted jaguar ! So yes why not like this
So :
Tier 1 - Gnolls (warrior)
Tier 2 - Lizards (shooter)
Tier 3 - Lizards (mounted warrior - flyer)
Tier 4 - Jaguar Warrior (warrior)
Tier 5 - Medusas-gorgons (shooter - can be upgraded to shooter or warrior - caster)
Tier 6 - Basilisks (warrior)
Tier 7 - Coatl/Quetzacoatl (warrior - flyer)
2 flyer, 2 shooter, 1 caster.
We have the creatures then !

a mounted flying unit at tier 3 is just wrong. we already have the bears, they don't even fly, and are still better than the level 4 creature.
unless they are pixies riding butterflies, that kind of unit should be at least lvl 4 (with a growth of 4)

I'm not sure I agree, the unit being flying is not in itself a reason for being too strong. Bears are overpowered because their stats are very high and their abilities are way imbalanced because they trigger too often. For instance, Harpies and Serpent Flies back from Heroes 3 were not really that powerful.

yeah, but a flying beast mounted by a lizardman... it implies it is quite big, like a griffin at least. I don't imagine that kind of creature with the stats of a tier 3.

Just move it to tier 4 and leave the Jaguar in tier 3

Fauch. It is not because a flying mounted lizard seems strong that he is ! And, thanks to that, we can place on it a fearful attack, just for this. We set his stats lower than normal tier 3, but with ONLY the FLY and FEARFUL ATTACK abilities. He will be very well-balanced.
So, I agree with Alcibiades.
Now it is OK, I really need your view of the dwellings. Don't forget the global town theme is MAYAN-AZTEC-RAINFOREST. So in this town we will have :
Gnolls Huts -> Gnolls Quarters
-> Captain Quarters (+X Gnolls/week)
Lizards Den -> Cesspit
Coatls Stables -> ???
Jaguars' Caves -> Deep Caverns
Chapel of Stilled Voices -> Gorgon Lair
Basilisks Pit -> Great Warrens
Nest of Thorns -> Corrupted Nest
With the names we will have more facilities to make the dwellings in 3D. Cause often, names describes in what these creatures are living  I was very inspired by Heroes III dwellings name, but tell if you have a better idea !

Centaurs are a level 2 unit and are a big creature
I wouldn't imagine such big creature with just 6 of life

after all, with 70 HP and 10 to 20 damage, it should be quite balanced

@all: I made a first of the first 2D plan for the town interior .
Quetzacoatls and jaguars will be quasi-superposed but it normal. One have its nest on the hill that is transformed in cavern by the other. Jaguars will be in the cavern under the high hill of the Quetzacoatls.
I placed the Medusas nearby the mage guild cause upgrade(s) should cast spells.
Lizards level 2 near the fortifications cause they should be in the siege towers.
But this plan is not to consider as finished ! We must still consider artworks some are drawing, and also what you think about it. All can (must ?) still change
EDIT : also we will surely add other buildings I forget

I believe that the Jaguars, being warriors, should have a structure dedicated to them instead of a cave, as they seem more of the sort that would walk the streets of this town than terrible beasts residing in a nearby cave. An idea for this structure would be "Hunter's Den", which upgrades to "Hunter's Hall". The upgrades to the jaguar could be:
Jaguar Warrior-> Jaguar Reaver/Panther Warrior(actually a melanistic jaguar-man)
The Coatls should not be trained in stables but maybe be spawned in mountain caves, similar to the green and gold dragons of heroes 3, maybe? That would make them the "Coatl Caves" that upgrades to "Coatl Colony", perhaps.
Coatl-> Quetzalcoatl/Leviathan
For medusa, the building could be "Chapel of Stilled Voices", which upgrades to "Temple of Stilled Voices". Ideas for upgrades are as follows:
Medusa-> Medusa Queen/Medusa Priestess(or Cenobite?)
I believe gorgons and medusas should be separate and not fused, while it makes sense mythologically it does not in lore, or atleast to me.
All dwelling names should be small changes from their base structure to upgrade, this way it keeps the norm of the existing structures, and remains easy to remember.
Pick as you will here, some are kind of dubious (such as leviathan) I thought I should provide some more ideas, as this seems to be going somewhere.

You are totally right : jaguar warriors need a den/hall. They are more than these white tigers in Heroes IV
Temple of the Stilled Voices : right
The Coatls that are the mounts of the level 3 lizards are trained and grown up in "stables" like horses. They are elevated in captivity to make mounts only, what explains their anormal small size, when you compare with lvl 7 free Coatls. But for the real lvl 7 Coatl creature, indeed a kind of ruins at the top of a hill is greater
Try only to find another name for the second upgrade of the Coatl... Quetzacoatls are good, why not something like *ADJECTIVE* Coatl for the second/first upgrade ?

That plane is a good star, tsod, like it
And I agree with TroggyMan, jaguar warriors mustn't live in a cave, a Hunter's Den/Hall is much better
Lastly, I don't like the idea of Leviathan as and upgrade of Coalts, I always see a leviathan as a huge sea monster, and not like a bird

If I'm not wrong, all towns in Heroes V are made around center column, so the city should be in the middle if you want this town could make feel like an original one from the game.

Humor is very important too ! Only try to not fall in too much, there must be humor to catch players attention, but not in each text
And also I hope your orthography is correct and that we won't have to correct your lack of orthography

hey, I suggest you ask zenithale for the tier 3.
if he (she? I'm under the impression it's "she") prefers a dragonfly or a mounted coatl?
about the humor, a mounted coatl at the level 3 is kinda funny yes

doesn't it make more sense that way? we have a heavy cavalry at level 6, like haven, except it's a flying cavalry.
Basilisk is kinda interesting at the level 7 since it doesn't fly, unlike most level 7 units.
