Rich map:

wk1. All the dwellings, castle citadel, whatever does most damage wk 2 and during wk 1.

wk2. upgrade your 7th if it helps, get mass slow ressurection, whetever works for u armageddon if u got blackies..  Get city hall and capitol

wk3. Do the topes, break, win.

Poor map.

wk 1. day:
1. Town hall
2. Shooters
3. mage guild
4. market
5. blacksmith
6. city hall
7. Cit or troop
wk2
1. cit
2. Castle
3. Capitol
4+ the rest of the troops.

We are talking about 200%.
Let me explain & all it is Speed.
You get to start off with spells, you can easily win battles with Centaurs & whatever army you came with.
When you get enough cash to hire another hero & building the elves which most likely you would, then you can chain them.
200% is a unique way of playing but it's very hard to build all that you mentioned in one week for both sides.

I build most of the dwellings first, upgrade what I can in the remainder of the first week, then I go for the capital.

creature first means almost creature dwellings built before Capitol. not Capitol in week 1 with only 2 or 3 creature dwellings. Town hall must be built in first day for me if tavern had been before.

In my opinion...

Sacrificing dwellings for the capital on Week One isn't just unwise; it should cause a bad feeling inside you as well. You know you'd be militarily behind most of the other colors, and it's likely that the other players aren't bothering with the capital first strategy anyway. It's not worth the risk on any difficulty level.

Try the capital first strategy if you must, but do it while playing comps. Once you've done that, you'll probably never try that tactic again.

Strategy is simple: build as many creatures week 1 as possible. Build all the dwellings by the end of weel 2 in any case. Bother with capitol only after that. Always take gold from chests, clear banks, get 7-8 heroes if possible and fightfightfight and expandexpandexpand.

I tried out "capitol first" at impossible, and defeated the AI.
After that "creatures first" at impossible, and win.
Almost everything works in Single Player mode.

After that I tried out rush on M map, expert level, WoG.
Defeated the AI in 9 days.

So I guess actual balance between building dwellings, building Resource factories, and buying creatures depends on..

My build order for Tower, expert SP, 3do templates, SoD:
(by heart, sorry if typos are present)

1. lvl1 upgrade
2. +1K gold/day
3. MG lvl1 (magic hero as main)
4. Citadel
5. lvl2
6. lvl3
7. lvl4

2nd week:
1. Marketplace
2. Blacksmith
3. +2K gold/day? (run out of gold?)
4.-7. Castle and lvl5-6 if possible(??)

3rd week: Capitol, up to lvl7, upgrades, lvl2 MG.  Buying out some lvl4 and all lvl6. Maybe some upg. lvl5.

I prefer to build citadel/castle before dwellings, and master gremlins  are a must have ASAP. I may attack lvl5 guards with them +slow spell.
Especially good against lvl1-4 walking guards.
I assume that You will not have enough gold to buy Castle+lvl7 week2.
lvl7 upgrade is too much expensive, try to capture Your opponent's main Town instead, to have upgraded lvl7 units.
Never tried ToH maps.

As many state it depends on maps. What you should take into account is that you can build dwellings WITHOUT buying the creatures. The advantage this gives is that the number of available creatures will build up for you to buy once you have enough money and need them. This can give a serious advantage. You might need to buy some creatures regardless though even if you don't take them, but to avoid getting their stacks halved due to plague weeks. Fortress for example would do well hoarding their gorgons early on, and Necropolis can hoard vampires. Again, don't need to buy, but to let their available numbers grow.

That's true if you don't make fights with wandering stacks or fights inside some buildings (crypts, stores, etc.).

I usually do build town hall in first week (just after roc/elf/any other starting-unit building). 1 building turn is not that much of a waste usually (IMHO). But city hall and capitol cost too many turns for me to build them.

no simple here is build plan ...
week one build town hall mage guild and creature dwellings
weeks 2 resource silo (try) blacksmith market finish with creatures and city hall/ citidel
week three castle and capitol then nessesary upgrades and mage guild level 2-3
