how does reputation relates to passive abilities ?

To give an example , how does the passive +3 might damage ability would relate to blood reputation ?
After reading the (excellent) fan manual , this bonus is fixed no matter if u are bloodII or not
Do u get some points for picking it ?
Its all in the manual, you got x/y/z numbers and they are coresponding to the reputation tiers. Might attack has 1/2/3 which means skill gieves you +1 with no blood reputation, +2 with first rank or +3 when you reach second.
