Not really fully priced. $39.99 is less than $59. 
However that CE does not look interesting enough to verify a purchase, but I guess I can change my mind...
Btw, Blizzard did some nasty stuff yesterday. Yesterday evening I was watching my bnet account because a friend had told me he'd gained access to the HotS Beta, so I obviously logged in to see if I had been as fortunate. And to my surprise I had also been allowed in to the Beta. However this morning my friend texted me and tells me that he had no longer access to the beta, and told me that it was just some bug that blizzard had with bnet. Same thing had happen with my short lived beta access. 
Why, oh why, Blizzard? why can you not give me Beta? I am your most faithful Beta tester!! :/
