Ruling away 2 out of the 9 possible towns has always seemed to me like a harsh banning.
Conflux
While it may be very good, especially on certain maps with its dwellings populated everywhere, it is beatable.
Necropolis
I feel as if this was banned to stop new players spamming Skellies / V.Lords week 3 and winning the game. Couldn't a full-ban just be replaced with an honour code system where if you want to play Necro you just can't use Necromancy? Without Necromancy the town is equal with the others in my opinion.

If something is beatable, it doesn't make it balanced. An athlete who uses steroids is beatable. He may trip over and fall, or make an error. Dimension Door, Grail, Orb of Inhibition are beatable, but they all offer a massive advantage.
I agree that banning Necromancy could be a better idea. Harder to enforce, but it makes the game richer than simply banning the whole town.

Some could argue that Ivor w/ Rampart offers a "massive advantage" over many other strategies; I agree that you want all of the ways to play to game as equal as possible, but with a game like HOMAM3 you just can't arbitrarily decide what to ban and what not to.
And are there any records to show that Conflux or Necro without Necromancy would be vastly superior if allowed?

Personally I think Necro is beatable if no rules, much less for Conflux, as those phoenix have the fastest speed in the game. Now I find WCL rules mostly hypocritical (sorry guys) as they remove a lot of things giving small advantages but let huge ones in then profit from, as Crag Hack, Ivor, Mephala, Tazar. Just look at played games infos, those heroes are used in almost half of them. I would advice to play without any rule, but those aiming for fair rankings will certainly disagree, because without rules it is true that the luck becomes a major part in the outcome. But much more fun, IMO.

I personally feel the luck/unluckly factor in Heroes makes for a more fun game. Luck goes both ways and random factors mixes up the game. Like, creature weeks, plague, ect. It's just more interesting to me. But I only play casually with real-life friends, though we compete to win. !
I understand why there's TE, WT versions. It's a matter of taste. It's nice to have a choice.
