By how many current topics they're adjusting to make it work (sorry long time ago I last wrote about this, so I don't remember precisely what my idea is).

But it's something along the lines of in stead of voting for people, you vote for ideas. Then the politicians who work on those ideas and get them to work properly get paid in exchange for how well they did said work, etc.

Just to promote positive results rather than endless stagnate discussions.
