Well, AI has beaten the best players at both Chess and Go, but I have yet to see it beating the best h3 players 
h3 I figure would be relatively hard for even deep learning AI to master, since it has a very high number of parameters. And fast twitch response will not save it much unlike with Starcraft 2.
There are some "legal" cheats in h3, many perhaps (I think some for unlimited movements; they are bugs never fixed), so unless specifically programmed the AI would be a big cheater.
Not sure what that means for HotA, though, or how is it related as per ghost's comment.
(Except for the fact perhaps new HotA release is 2035 :v)

Suggestions from like 5 years ago have probably been long forgotten. I would say make your suggestions and then spend your time reading something useful instead.

Quantum computer passes program, if an old 0 and 1. Because quantum thinks combinated 0 and 1. It sees extra variations. It never pondering on first to goal, and goes to back first, and tries another goal way. It ponders both. No slower time. The same time or faster. If HoTa knows how to make a quantum program, so normally Heroes.

Whether Factory is released or not, it doesn't change anything really. I love HoTA, but for almost 20 years I still managed to enjoy HoMM3 without it.
Sure, now I can't play without HoTA, but even if it's stuck in development purgatory, it isn't changing anything, HoMM3 is still the same awesome game that never gets old.
