Irresistible Magic Question

Sometimes i have a big problem with english and i don't understand something about this skill.

My question is, if the enemy units have no magic resistance (or i'm fighting with neutral units) basic or expert irresistible magic makes a difference?

If a unit has neither magic resistance nor magic protection (either through enemy hero or creatures own abilities), irresistible magic has no influence, so no matter if basic, advanced or expert
