It's a Tarot Deck... To be more precise what a French would call a Tarot Deck...
It is indeed a playing deck for a French game aptly named Tarot (it's a French word) and not for divining (even if it's also called Tarot but to be more precise "Tarot Divinatoire").
Only the second form seems to be broadly known abroad.
Also the '18' is a trump card and is correctly numbered for such a deck.

How about an option: "I don't want any of this junk"?
First we got boring Ivan figurine, now we got useless flag/cards. I'm sure artbook would be a lot better then cards (and probably it will be included in CE anyway).
How about teddy/pillow Cabir instead these two choice above? Or mini-figurine of creature(s) from line-ups instead of Ivan?

Personally I would have preferred some Heroes cosplay outfit. I wondered what the hell was going through their minds to offer ...... a flag.
