Is it possible to Play characters with unique artwork eg Hiroshi in Skirmish? Do you get their orginal Artwork on the Altar or only the Icon?

Answer: yes.
Hiroshi is a hero you can buy in the Altar of Wishes. You need to be at Platinum Rank for that, though. I don't know how many Dynasty Seals you need to buy him.
He then becomes available in your Hero pool, if you visit "My Dynasty" and go to the Dynasty Tab.
After that, it really goes without saying how to select him when playing a Skirmish.
