Do we have any actual facts about how many copies a succesfull game normally hands through Steam in the first week? And also, will Steam cover all sales, or can some be bought through UbiSofts own platform?

Successful sales rate depends on several factors, like investment and return targets. Steam doesn't cover all the sales, Uplay does since it requires you to enter a key to activate the product regardless where you purchased the game. But with Steam being the market leader, it would make sense to assume that the number of copies sold worldwide is not that far from theirs.

Compared to usual game-releases in steam I would say h7 did not do that well. It only stayed single day as top seller and immediately dropped to 10th slot and beyond losing to games that have been on market for long time and not even on sale. Steam doesn't tell all that much though given that physical copies aren't registered there but uplay and then there is direct buying from uplay also. If the game sold well you can be pretty sure there will be somebody from from Limbic/Ubi to inform and celebrate about it in some 3 weeks so a full month has gone by.

Do the sales numbers take refunds into account? I've read that many users already asked/got their money back on Steam.

Also, the current reviews status dropped from Mixed to Mostly Negative, a big blow for a new title on Steam.

So is it safe to presume that HOMM 7 was a financial failure for Ubisoft?

No. PC games are on the market for a long time. It could make a good profit still if ubilimbic are willing to support it continuously.

of course ubi only see quick bucks as successful so they might not think so

Honestly I just want Ubisoft to sell the IP to a different publisher at this point. It has become quite clear that they have no interest in actually clearing enough time and money to the devs for making a good game.

Not sure if MM:H7 can even reach HoMM5, but it'll be the most this stupid 3 tiers of the same units system is capable of.

The three tiers are mostly in name only

Also, the increased parity between units creates more combat depth.  One of the reason combat in H3 is so poor compared to H5/H6 is because there is too great a disparity between unit power, creating obvious power stacks that make the combat much easier to solve.  You can see that in multiplayer matches, where the winner is clearly decided before anyone even moves on the battlefield far more often than not.

i dont know how many copies were sold for ubi platform, but h7 steam version is a flop

http://steamcharts.com/

look for heroes VII, its peak of players simultanously online at the same time is only about ~3k
