Governors: who and what?

Heroes 7 re-introduced the Governor system that was originally designed in Heroes 4. In Heroes 7, Heroes assigned to a Town as Governor will somehow have an effect to either the Town directly, or its Area of Control. The effects are spread across a number of skills on the various skillwheels, but a clear overview of each skill and what they do is still missing.

I've made a pass along all 23 Skills currently ingame to find which Perks provide these Governor effects.

Defense:
Town Protector (Novice): Number of Core creatures in the Local Guard is increased by 60, while the number of Elite creatures in the Local Guard is increased by 20.

Destiny:
Blessed Ground (Novice): Friendly Heroes within the Area of Control of this Town get +20 to their Destiny.

Diplomacy:
Volunteers (Master): Growth of the number of Core Creatures in this Town is increased by 25%.
Suzerain (GrandMaster): All Towns owned by the player benefit from this Hero's Governor skills.

Economy:
Architect (Novice): The construction of buildings within this Town costs 10% less Gold.
Foreman (Novice): Ore Pits and Saw Mills within the Area of Control of this Town increase their production by +1.
Town Planner (Expert): Two buildings can be constructed in this Town each day.
Recruiter (Master): Gold cost for recruiting units in this Town is reduced by 15%.

Exploration:
Native Terrain (Novice): Friendly Heroes in the Area of Control of this Town move 10% faster.

Leadership:
Patriot (Novice): Friendly Heroes within the Area of Control of this Town get +20 to their Leadership Skill.

Offense:
Homeland (Expert): Friendly Heroes within the Area of Control of this Town get +8 to their Might Skill.

Paragon:
Enlightened Leader (Expert): Friendly Heroes within the Area of Control of this Town get +20% to their experience gain.

Warfare
Town Defense (Expert): All Towers in this Town shoot three times at the same target during a Siege Battle.

As can be seen from the above list, only three Perks require a Tier higher than Expert: Volunteers and Recruiter at Master and Suzerain at GrandMaster. As such, most Heroes can learn a number of these Perks - and in fact, all Heroes have at least a few skills on their Skillwheel in which a Governor Perk occurs - provided they have the right skills.

As such, it's interesting to see which Heroes can learn which Governor Perks. Keep in mind that there are more useful Skills than just those with Governor Perks, but for secondary Heroes, it might be useful to develop those particular Skills.

Especially the Heroes that have GrandMaster Diplomacy are valuable for this aspect, as they have the Suzerain Perk, which makes their Governor Perks apply to all Towns of that player. I've highlighted those in the Hero overview. There are five of them: they are Tyris and Ymoril (both Haven), Reem (Stronghold) and Giovanni and Zakera (Necropolis). Obviously, the Heroes with the best accompanying Governor skills contribute more through Suzerain. In that light, Saabira is a lighter version of Tyris and Ymoril, who both have all Governor Perks that Saabira has and a few more. They are more effective in the area of Town protection, whereas the two Necropolis Heroes with Suzerain have strengths when it comes to Town development.

You may not have liked it, but in its simplicity, the governor system there was far superior to the current one. Regardless, I do believe there should be a system of this sort, but it would be much more interesting if such things were separated from the skill system...

I will really need to look into it to compare the implementation from H4 with the one now in H7.

All H4's govern skill did was boost creature growth by a certain percentage based on your Nobility skill. I am not sure there is much to compare as H7's is practically a reinvention for an entirely different system.

You do not need to be an expert to make use of it, be it a multiplayer or a single player environment. What it led itself to is efficiency and compatibility with the game. While we've all established h7 is a flawed game with a flawed skill system, it feels like an extension of it. Whereas in h4, the skill system was actually not panned and in no way did the usability of nobility was undermined.

However, to see it beyond the outer level you have to understand some core mechanics of the game. The fact that despite its sheer simplicity there were things about it that you could only establish with experience is a sign of an idea well implemented.

For example, governorship in H4 would allow to add to the variety of tactics. Much like with the thief and sneaking past creature stacks for resources, you could rely on lords to sustain a modicum of income for your army.

Depending on the map, nobility was extremely useful as it combined growth improvements, with mining and estates. Diplomacy was a shoein and useless, but it did not matter because a nobility hero was likely your 2nd or 3rd hero, sitting in the castle, getting free xp to raise his levels so you can swiftly up to at least expert estates/nobility.

Nobility heroes were also crucial in improving your kingdom's output in midgames, albeit it would necessitate some micromanagement by having you buy them up and send over from towns which do not have access to nobility heroes.

Let's not forget the advanced classes. Albeit a ridiculous feature in and of itself, it had distinct merit. Ie, lords were one of the most capable melee fighters out there with their combination of combat and nobility and could make use of +2 morale boost with tactics. Now, get that for a stronghold army and see how you like getting quashed by the ridiculous growth rates. Even order if you go for a titan/genie combo. You'd literally need just some combat skill level ups to keep the hero alive and he'd be a massive improvement in multiple ways, unhindered by nobility's other weaknesses.

In and of itself, I nearly forgot. Adjacent towns could make use of lords so nobility could be obtained for the nigh-overpowered infernopolis, which is instrumental given the low growth of vampires and the subsequent nerf that disallowed you from getting vampires for your army unless they featured only level4 super powerful stacks (and even then the amount was minimal) (equilibris balancing mod, every sane person used that).

Every way I look at it, it tied into the game more naturally and organically. Much like storm put it, primitive yet best realised so far.

He isn't. Sylvan only has 10 Heroes, unlike the other factions. As such, Lasir is the only Council Member who's actually one of the default 10.

No clue why there isn't another default one to take its place, making Lasir a special Hero.

Also updated the OP. Yesterday evening I noticed that Volunteers was at Master level instead of Expert. I already moved it up in the describing text at the top, but forgot that a number of Heroes only had Diplomacy to Expert level and therefore no longer had access to Volunteers. Corrected that now.

Town defense actually sounds pretty sweet, i hadn't noticed that one before. Warfare units seem kinda pointless so I guess I havn t really looked at their skills.

Suggestion:
Include "Estates" perk on the list as it contributes to all cities. So people can find leadership + x synergy OR economy + x synergy for their liking.
