HOMM3 Spells Based On Level

Sorry for being dense here, but...

According to its description, damage from Meteor Shower (and a few other spells in HOMM3) is determined by level.  But whose level precisely?  

Hero level, as in a level 10 hero can cast more damage points than a level 2 hero?

Or creature level, meaning meteor shower is worth more damage points cast against seventy-five master gremlins than if it was cast against one titan?

It's based on the level of the magic school. (In Meteor Showers case Earth Magic) Expert Meteor Shower does more damage than Basic Meteor Shower. Of course it also depends on the heroes spell power stat.  
Meteor Shower will do the same damage to Gremlins and Titans, there are exceptions though, like some units are immune to Fire Magic and elementals are immune to certain spells and vulnerable to others.

Thanks, but I'm still confused.  All spells increase in damage when the caster has (a) higher spell power and (b) more proficiency in that particular school of magic.

Yet Meteor Shower and a few other spells (Death Ripple and Chain Lightning among them, I think) have an in-game description that specifically says that their damage is level-determined.  Other spells in the game, like Lightning, Implosion, etc. don't carry this description.

So is this a goof on 3DO's part, or is there a subtle distinction that I'm missing here?

All damaging spells increases damage from basic to expert, the descriptions might be slighty misleading.
Resurrection, Animate Dead and Hypnotize also affects more hit points at higher (magic school) levels.

It would have been cool if there was another factor in the spell damage formula: class level. That way, even if a level 20 might hero has like 30 spellpower, his damage spells wouldn't do more damage than a level 10 warlock with 10 spellpower.

To try some things in the game, I increased the power of all damaging spells by 100% and increased their mana cost by 50%. Now, those wizards, heretics and warlocks are pretty scary
