OPCW policy is not to make conclusions, only to gather evidence. I don't see how their modus operandi is so relevant.
But then there is the one who got attacked. Based on the facts one can make an educated guess who was behind the attack. Yes still a guess, but it surely was not the garden gnomes behind the attack now were they?

Thing is, it was reported in the news pretty much worldwide that the OPCW's report confirmed that "Russia produced it" which turns to be a complete bull**** (yet you don't see another wave in the news stating "sorry, they didn't say that after all"). The rest is just the UK government's official position which still does not have a single evidence in its favour. Given that everyone, including the accusers, have admitted/confirmed that this chemical can be manufactured by pretty much everyone with a decent lab, such a "guess" does not hold any water.

Skripal was freed by Russia in 2010 and has been living in the UK eversince. I don't understand why the Russians would suddenly feel the urge to eliminate him for which reason (how and why a threat) and at such timing (eight years later, right before elections, few weeks before soccer world cup).
As I already said the whole procedure was illegal to begin with, when a state is being accused of such crimes, it has ten days to reply, not 24hrs! That's the law, and laws aren't written for dogs.
International sanctions without evidence can lead to nothing good (in parallel see Syria), also, it's not like we haven't been lied to in the past.

Russia did not free Skripal. It was an exchange of 10 Russian "sleepers" arrested in America to Russia in return for four alleged double agents. Not quite the same thing.

Yes that's true. Still, doesn't give more sense to Russia's supposed actions nor justify any of the sanctions taken.
