Oh come on, there are dozens of maps where you can use every relic and every spell possible, yet they are balanced and very challenging then people keep improving their record on such maps. The problem is not H3.

That is because those maps were made with these imbalances in mind. You can make the most ridiculous custum map, where these imbalances fit, but that is not the same as most "normal maps".

Agree or disagree. In chess 50% world's chess player has 2000 ELO. Under  2000 elo players have 25% and over 2000 elo is also 25%. What then? The same IQ meter. Normal 100 IQ has 50% in the world. If you play chess, your elo should be 2000. So Homm is the same thing. We have a 25% the best Homm player.

Well, you may not play the game optimally

Lets say you start with Shakti - strong hero that is often picked in multiplayer games. Starts with 60-90 throgs in hota and basic offense + basic tactics. So in a game of no rules you want 3 skills asap - earth magic, logistics and diplomacy. While waiting for those skills to show up you level up your starting skills - offense and tactics.

So eventually you want to have:
1.Exp offense
2.Exp tactics
3.Exp earth
4.Exp diplo
5.Exp logs

Now what other skills do you want to have?
-Exp Wisdom
-Exp Air magic

And suddenly there is only 1 skill slot left and usually its filled with a random useless crap that the game forced you to take

Intelligence is quite good. But not to every hero, because hero's skills. Knight shouldn't be taken three or four magic and Intelligence or searching for witch hut, university to get a Intellifence. Another hero gets Intelligence gain OP. But not Armorer, etc How? Imbalance? Noes, hero collects experience points before the last battle. It's decisive. You can't see how, but yes in H4 also even deeper. I played endless amount of mana in H4 against 500k Efreets. Hero gets only experience points. And neutral heroes attacked me. Mana didn't help, because neutral heroes were beautiful ornaments. I tried to beat them. Ornament was permanent: are you Hexis? Then maximum morale, and killed me in one round like legion of Archdevils in small H3 map. Now another story. Yes you understand. But if you use a TP, DD, WW and Fly. The most important thing you are ready for it/battle. Knight is looking for another good solution. Fun!

I think phoenix4ever has a point about combo artifacts.

They were NOT part of the original game.

They were made as part of the expansions to make "cool" campaigns, it was never intended as a part of multiplayer balance, thus they are OP.

And this is why Conflux is banned (without WoG) too. It was made as a last moment decision from neutral creatures when the Heavenly Forge was cancelled along with the Sci-fi aspects of the game.

So, as HotA did, I think rebalancing the game or banning IMBA things is a noble goal.

In any case, I can see the argument for the contrary experience too. They are just options. If you want to have a completely unbalanced scenario, fighting against artificially powerful opponents from scripts or mapmaking, that is also an option. But, that is the equivalent of a "campaign" play, not a normal play.

Normal play should be defined by the parameters of multiplayer or random generated maps.

About intelligence, it is powerful to me, though not strictly necessary for a powerful hero since it can go into overkill (extra mana isn't useful if you already have enough for your combats).

I think HotA nerfed expert intelligence to 75%?

HotA did'nt nerf Intelligence, I did. But I think they should nerf Intelligence and Wizard's Well too.

Fortunately you're not in the HotA balance team. Which is for the most part doing a genuinely good job at not ruining the game with overzealous "balance" attempts.

Truly broken stuff (Cloak of the Undead King for instance) has been banned for generations

Also "nerfing" the game should be exclusive to mods, not expansions, because of compatibility issues. Hota already screws almost all maps prior to it, due to changing artifacts/relics behavior + "nerfing" + resistance, this is like inventing a new piano where you can't play neither Beethoven, Mozart and anything until 2020. Subversive.

Another player gets Wizard's Well, and other players don't get a Wizard's Well, and someone is content with Mysticism skill or Knowledge. Game strategy continues.. Magic power needs Intelligence and Wizard's Well. Might power needs other things. Are you afraid of the huge Mana? I think right answer is Power Drain artifact. I quote from H4: Power Drain causes the target's spells to cost double the normal spell points. NWC/3DO uses brainy to develop Homm continually. HotA is a old version.
