I would prefer H2 system over H5 honestly. Master of 2 specific spells in a random skill system is bad. Two 'favoured' spells per mage guild tier is little. Requiring expert x magic to learn 1/4 magic types, in a skill system that also has an ability tree is bad.
H2 and H3 gave you a good spell pool to choose from. H5 instead limits your spell options and doesn't even give you many spells from your one school.
H2 was better off keeping single and mass spells separate. H6 was right in making spells scale with spellpower and making mass spell effect weaker than single. H5 was right in keeping adventure maps separate from main guild and making crucial spells like summon army or town portal accessible to all. Also liked how H6+ removed town portal from guild altogether and made it a town building, with its upgrade allowing a player to teleport to that town instead of closest. H7 elemental-based passive skills also a nice addition. Not crucial but fun.

If it would be easy to create new spells in H3 I would have tried it long ago. Unfortunately it is not. Only very few mods did it. Replacing yes, but not creating new ones. So such discussions are always a bit pointless.
I'm looking forward to the new H3SW modification because they teased a picture with 2 versions of the Slow spell, Single and Mass...

Isn't that the same issue for every system with actual spell-schools?

The number of spells is not related to the quality of the system. Also, even for its relatively few spells, it still came up with some pretty interesting ones, Arcane Armour in the base game, and Vampirism, Deep Freeze, Divine Vengeance, Arcane Crystal, Blade Barrier and Summon Hive in ToE.
