There was a thread to this earlier on. As the heroes get higher and highigher in levels, the defense bonus reduces received damage to 1. No matter how high Hack advances her won't be able to crack more than 1dmg point. But they have to be really up there in the levels.

Even at level 88 armorer hero you don't reduce the damage to minimal (1 dmg). In other words in a normal pvp or pvc game that is close to impossible. But yes armorer scales much better the higher level hero you have but I would argue that in pvp and in pvc offense is better because games will end before reaching that high of a level unless you intentionally make it so.
Crag Hack early game and Tazar later on.
