I dont know is it  possible that way.
So maybe reduction 50% help you? eg. to from 5->25% instead 10 to 50%?

Maybe. Better than current situation. Or let us wait for someone who can do this. I just want to "nerf" offense and defense skills in any way i can.
Edit: Ok i accept to 5-25 if we can.

If you are asking for the solution ok let me tell you

My preference is vanilla system actually. 50% increase max. But if you have a chance to change this, it can stay like this.
It says 2.5% per 2 hero levels.

Yes eqi has some changes I dont want. But I asked how this 2.5% works? Since 1,2,3,4,5 skill lvl? Or another.

What Baronus said before is that you need to use the experimental method. But both of you are somewhat linguistically limited so let me explain:

You must replace the 2.5% per level with other formula

If 2.5% appears six times in the exe, not all of them will be the tactics/offense/defense bonus

So try them one at the time on a very high level hero where you can see the difference. (changing each hex location separately). A way to do this would be for example 1000 peasants vs 1000 peasants with a level 40 grandmaster offense hero. You will notice.

Once you find the location, all other "2.5%" (including the one that makes the game crash because it's related to towns) can stay as normal.

In another words, still i don't know how to do that. I just want to nerf this skill in any way i can..
