Interesting choices, Ghost.
I think all of those three can be argued being the most desirable, but as for everything, the answer depends on the situation.
In the early game, I would say the raw stats are the best. You wouldn't only get bunch of might stats, but the +6/+6 magic stats already make you a very powerful caster, even if you wouldn't get any other magic related artifacts. The Helm would also be pretty natural choice in the beginning, as you couldn't really utilize the spells as their finest.
Later on, the other artifacts would rise in value. Earth Tome is pretty safe option, as you would get a ton of all kinds of utility. On the other hand, while some spells even overlap between the two items, the hat gives Dimension Door (and Fly). So,because of that, if you're planning to go for a long game, then the Tome is likely better. However, if you're going to be aggressive, then the blue hat is probably better, as you could move quicker in the world map in the places you haven't been yet. Town Portal would only enable fast travel between towns.

Heavenly Enlightment is so OP it's not even a contest.
You can find spells in other places, but where are you going to find +6 to every stat?

When I was young, I always chose a Tome of Earth  When I wanted maximum Expert Fear spell, in there empty. Today I'm aged and more soft player, and Fear spell is dead in expansion, so I analyzed RoE has found brainy in many things, even if an easy, but expansion was harder and lesser brainy game, and then more experienced player in strategy matter in expansion. Ok when Catherine is 1lvl, she is collecting experience points are more thrilling than Catherine's experienced hero. So they have a Scholar, TP, etc are "Scouts" can open a map, but they don't touch a Treasure Chest, monsters, towns only artifacts and give to Catherine. Funny! Another reason Fear spell owned by Catherine or Coronius in random. I choose nro 1. Because of Armageddon by opponent destroyed Fear troops. And she broke a port  I've experienced both, and expansion caused different RoE too. Crazy or insane hidden thing.
