Pretty hard one, as you're only voting for the skill, and not the hero who has it. Usually, including the hero too makes some context, and it's easier to compare things. If the heroes can be thought too, then my vote goes for Armorer, since I think both Tazar and Mephala are pretty much top of the hero foodchain.
But it's among the lines of Offence, Armorer and Logistics, despite the nerf.

Yeah I thought if I would put names in there like Crag Hack, Tazar or Gunnar, people would just name other heroes like Gundula, Mephala or Orrin, just to feel special or maybe troll a bit.
What about Intelligence specialists?, it was probably nerfed a bit hard in HotA, but it was also insane before.

Ok GM Phoenix4ever!
I keep Logistics, Navigation and Necromancy are OP. I keep worthless Intelligence and Scouting, I don't know about Interference and other I keep a neutral. So I can't vote your question, too hard.
Why a Logistics and Navigation, depends on map, if you by heart a landscape where are artifacts (an example of Spellbinder's Hat is a very important than other task), PS bonuses, etc You collect them, and you go to enemy town, and their Offense and Armorer are helpless, when you've murderous PS skills are very higher than enemies. But MP uses random map. 
Intelligence! I was been played.. But knowledge has enough to me well, why I take extra spell points, when I get other.. I was Intelligence freak reached 2-10k.. Today 10 knowledge vs 4 knowledge, when 10 casts berserk, so 4 casts haste, for example noes cure and dispel, because berserk again. Another what? Noob with swarm troops can't beat the enemy than resurrection, thus Intelligence.
Scouting! View Earth and Air are enough well also scouts.. But special map shows Necropolises, what you can't walk over their mountains or surface labyrinth.. If you're asking.. View Earth and Air also scouts and then artifacts are enough to open vision..
Interference! I never played, when HotA released newer version, and this since I played WoG/ERA..
Other skills are neutral.. Those aren't so poor.. Think about Black Orb and Titans vs Dungeon, ok Dungeon casts berserk, amen!?

Okay I guess this question was a bit hard to answer, but I guess we can all agree Offense, Armorer, Logistics and Interference are very good.
Intelligence is still also pretty good and Navigation can be good depending on map.

But you can't DD spams in MP*.. Yes all good choices.. When I win something, and I say this is the best, so banned, etc then what about designedly? I can't realized that this skill is the best.. So I always say different knowledges.. Insane if only Castle or Necropolis, some skill, etc Is HoMM3 a game? I like H4, but I can't play due to Win10 and an old display card.. I want H4 skill and spell system in H3.. So only mapeditor, I do them.. also I developed how.. *where are Magic Well, etc I don't think endless spam.. Their nerfed Ok read again!

My favorite: Offense.
Best: Logistics.
Broken: Navigation & Scouting
I've played a map where I had a guy with Navigation specialty patrolling against 4 potential invaders. Boy! High level Elmore is so amazing, I've even tried to make a map of the Odyssey for him but I'm not good enough at drawing, specialty islets...

Yeah Pathfinding.. Today I read a post says
Wayfarer (E)
You can play it on HOTA
BUT, you need 1.5.4 version of hota, not the last one.
In 1.6+ patches, they made logistics worse, so it's really impossible to start Warfarer
..Ok I tell you, I can't play slowly I love fast movement and rhythm.

I don't know yet..
In H4, the all-time best skills are 9, I already told to you, so 5 of 9, but one full skill is 18 level, if two full skill, an answer is 38 level.. Impossible to pick 5 skills.. Thus H4 nerfed experience points.. I think that it compares to only 4 Secondary skills in H3.. What do you pick up? Wisdom-Earth-Logistics-I don't remember your the best skills.. So you got your answer, thus your the best skill..
So Might H4: Combat inc. Archery, Resistance.. The Next Nobility inc. Mining, Dilpomacy, and then Scouting inc. Navigation, Pathfinding, Stealth.. Tactics inc. Offense, etc Ok magic H4: Order, when you pick up it as an Earth, many players can't play without a Order, and the next Nature inc. Haste, First Strike, summonings etc Life! Resurrection in H4E (mod), Summon Ship, Prayer, etc, and then Chaos inc. damage spells and Death inc. Vampiric Tour like Vampire drains life point also Curse, etc
I hope H8 has narrow alternative skills..

Well, I feel there's quite a bit that has been changed since last time, although I feel the top specialist have not been changed. Maybe this feels slightly outdated now?
Whereas I wouldn't call them the best, I think you could now make some kind of argument towards Kinkeria and First aid specialists, at least as far as the heroes that received changes do go. Learning is now a turbo skill, so just having it for the beginning is really good. First aid on the other hand open up another way of playing and starting the game. You can now go builds like Verdish into unkillable Wyverns on turn one.

You really think Learning is THAT good? I mean with only 8 skills, you can fill them up in no time anyway, so you really think Learning specialty is that good?
I am currently using 11 skills (debating with myself if I should only use 10) and in that case Learning is a god-tier skill and Kinkeria would be completely broken, but with only 8 skills Learning does'nt seem so great to me. (I don't allow Kinkeria in my map, I use the Navigation specialists instead.)
Sure, First Aid is really good now, if you can get a tent and keep it standing.
What about Logistics specialists, they are still awesome right? If you give them Learning they will get even more movement, due to their specialty!

Well, I tend to play XL+U sized maps, and usually I don't end up finishing the skill tree by the end of the map; yes, I may have all the 8 skill slots taken, but I don't have enough time to complete all of them. In that kind of scenario the more slots don't even make much sense, since then the game would just keep on giving new skills, and it would make it harder to complete the current skill tree.
Learning specialty may not be even that good, but Learning by itself is a great asset, and Kinkeria can get some real early game tempo. What I basically mean is that besides there being some really effective late game powers, those skills take a lot of time to brew, so in many scenarios simply having more and faster level ups could be more beneficial for the player overall than having a god-like end game specialty. And who else would do this better than the Learning specialist?
And of course Logistics, like many other specialists you have listed are great. My comment was mostly about thinking the scenario from slightly different point of view.

It's cool, I always enjoy debating with you.
My map is also an XL +underground map by the way, but 8 skills was far too easy to master, so that's why I prefer 10 or 11. (With 11 Learning is an absolute must!)
