puh-leeese...
Mages have nothingto do with the Istari... they are just mages... Wizards have nothing to do to... so I guess the most Tolkien unit of the tower is ...the Halfling  (I always put them as alies to Tower in my maps )

My setup
castle: Crusader
Tower: Naga queen
Rampart: Grand elf
Stronghold: Ancient Behemoth
Fortress: Mighty gorgon
Conflux: Phoenix
Necropolis: Vampire Lord
Dungeon: Black dragon
Inferno: Cereberos
First round:
Everything waits, except maybe grand elves who shoot any stacks that move closer, or enemy shooters.
Then crusaders double strike something that cant retal much, Mighty gorgon is hasted and strikes the (most power per unit) stack. Then Vampire lords hurt the most powerful enemy stack and cereberos go for a multistrike or the most powerful enemy stack. Then the ABs nuke the most powerful enemy stack already weakened by the Vlords and maybe cereberoses. That stack is probably totally devastated. Then the Naga queens hurt out the 2nd most powerful stack. Black dragons and phoenix either try to do 2-hex, or gang up on the stack hurt by nagas, without risking retal on friend troops.
This is the best army ever with 1 unit from each town, because shooters are only useful round 1 because of their weak hps and melee penalties. ABs and MGs are total killers, and no retal units are very very good. Crusaders do loads of damage. And Grand elves are the shooters of choice with titans out of the picture. Phoenix simple have so many hps that its good for that reason (800 per week) and black dragons counter mass slow and other spells.

Comments:
-The Ghost Dragon is the only 7-lvl creature that gets no vote.Well...I think it can hardly be called a surprise.The same goes for the Scorpicores at sixth level and the Geniuses at fifth level.
-Sprites,Skeletons and Centaurs gather 5.5 votes ! A great achievement....
- In my opinion, the surprises are the 8.5 of the Black Dragons in a town type where there are many original creatures and the 0.5 votes to the Power Liches but of course Vampires Lords and Dread Knights were terrific contenders.
-In the rather impersonal towns (Castle,Conflux,Tower) most of us favored the strongest type of creature (Honestly,I said Titans cos there is no creature I really find cool in the Tower ).The exceptions are the Dungeon and,to a lesser extent,the Stronghold.

Here is my try (upgrades only):
Castle: Arch Angels (the hardest choice ... I find all units VERY boring here!)
Rampart: Dendroid Soldiers (mmmh ... it'd be Grand Elves but I'm not very fond on shooters)
Tower: Naga Queens
Inferno: Cerberus (Efreet Sultans pretty close)
Necropolis: Dread Knights
Dungeon: Minotaur Kings
Stronghold: Ancient Behemoths
Fortress: Mighty Gorgons (but Chaos Hydras + Teleport it's the funniest combo in the game!)
Conflux: Sprites (sic!)

Rampart - Dendroids (slow, but deadly as a support unit)
Dungeon - Minotaur kings (great damage, good morale)
Inferno - Archdevils (personal favourite)
Necropolis - Power Liches (quite annoyng sometimes)
Stronghold - Ancient Behemoths (second personal favourite)
Fortress - Wyvern Monarchs (no comment on this one)
