I personally hate the artifacts that don't let you nor your opponent cast a spell, have luck/morale etc

You must be joking, right? Spirit of opression is one of the best low level artefacts.
You know, that 90% of the game is fighting against the neutral guards.
If you want to develope fast you need to make tough fights, almost on the edge. And just one moral of the neutral guards when you dont want it may lead to disaster. Espetially when it comes to block your shooters.
So spirit of opression is very, very good artefact.

i also must to add that i ussualy play with towns with good chances of getting leadership. i haven't played verry much with other towns,
