It is a satire of Bush and Lula(Brazilian next president, elected two weeks ago).
The (incredible poor)translation is below:
-Hello, what is the snowing name?
-Lula
-Hello, Lula. I congratulate you and all the people from Argentina.
-Brazil, Bush! I am the elect president of Brazil!
-Oh! Sorry! It is because the two countries are so close... and speak Spanish...
-Portuguese, Bush! We speak Portuguese!
-Yeah, Portuguese! As Pelé, Maradona...
-No, Mara... Forget it! What do you want, fellow?
-I want to invite you to visit us before you take possession.
-It is difficult! My schedule is complicated! Domingo I appeared in Fantastico... yesterday I stayed in Jornal Nacional for a hour. Today Tony is going to play piano for me in Esperança. And tomorrow I will be bited by Bóris in the Beijo do Vampiro!
-Globalizado, no? Anyway, dont forget to count with me!
-Well, Bush... It is good to know that even you support me!
-Who is talking in support? I am talking about counting with me the debt! Go adding: January 10th expires a billion... January 25th expires two, it is 3 until now... (blá)...
Some explanations:
Brazil has a enourmous debt with some countries.
Foreigners usually mix(?!?!) Brazil and Argentina(I dont know why), and Bush has already said a lot of stupid things confusing the two countries names and others things...
Fantastico, Jornal Nacional, Esperança and Beijo do Vampiro(Vampire´s Kiss) are programs of Rede Globo(Globo Network). The biggest brazilian TV channel. And the 'globalizado' means either 'too much of Rede Globo' or 'in contact with the whole world'.
I think it is all folks.
There is much more satires of Bush and Lula where it comes from: charges.com.br, but it is in Portuguese. This satire was made in Flash and has no sound because it wont be possible to translate the sound(duhh!!).

Funny, I always thought leaders who didn't do a good job were supposed to be made fun of.
And, there's always a better answer than war. No one is beyond redemtion.

muhahahhaha ...great one guys... oh and for the "why do you make fun of GWB at the brink of war?" guys... a quote from DubyaSpeak:

...that said, it is not even my nation's leader so I feel free to make fun of his mistakes... no?
oh and btw... I never understood why "zippergate" (ie: the Monica thingie) shoos USA as it did... isn't a guy's personal life... private? ...what if he is the POTUS? ...he has a right to do everything he wants with his life... and just to keep things clear, I didn't like "Bill" either... after all, as dargon put it, I am anti-american

The one with the caps on the binoculars can't be confirmed but the snopes people wisely noted

See that is one thing so many people don't quite grasp. He was in the middle of a sexual harassment lawsuit. Sexual harassment is something we take very seriously here. So what did he do....perjure himself in the courts, lie to his wife, and wag his self righteous finger at the public as he bold faced lied to us. Those things are hardly trivial given our highest official in the land lied to us, broke the law, and then perjured himself in a court of law.
