According to FASA's Starship Tactical Combat Simulator rules, the Orion pirate ships have the highest maneuverablility on impulse drive.  It gives them tactical advantage and initiative to make the first attack.  However, their Defence Armor and shield are relatively weak.  

I prefer the Klingon L-24 'Fat Man' Battleship myself, the opposite of the orion ship, but one 20 damage photon torpedo would be enough to disable the orion cruiser or destroyer.
